Job Title: Health Program Officer

JOB REQUIREMENTS:

Residency permit Valid or Turkish nationality

QUALIFICATIONS AND EDUCATION REQUIREMENTS

  • Bachelor degree in health or relevant field with 2 years of work experience preferably in NGOs

Or

  • Master degree in Health or relevant field with 1 years of work experience in preferably NGOs

NEEDED SKILLS AND ABILITIES:

  • Ability to set high standards for quality of work;
  • Ability to manage human, technical, administrative and financial resources;
  • Knowledge of managing health services and medication
  • Analytical skills to assess political situation on grounds and humanitarian implications;
  • Able to assess cultural and social sensitivities and adapt operations accordingly;
  • Capable of working with teams long distance
  • Ability to cope with complex and stressful work situations
  • Creativity and problem solving approach to challenges.

 

ESSENTIAL JOB FUNCTIONS

Strategy

  • Implements program goals and policies that have been established by the senior management within the project

Donor liaison

  • Support the programs coordinator in identifying potential donors and funding opportunities
  • Ensure donor reporting schedule is followed accurately
  • Closely coordinate with the programs coordinator
  • Ensure timely and quality implementation of the project
  • Ensure the health program team is following the project work plan.
  • Ensure the procurement plan is designed with the logistics team and follow up.
  • Ensure the MEAL team is well aware of the monitoring and evaluations required in the project
  • Ensure the program budget is closely followed and the budget planned vs actual is followed up on a monthly basis
  • Ensure reporting is done timely and accurately
  • Participates in the collection of medical information (meetings, reports, articles, etc.) and data (epidemiological data, statistics, etc.).
  • Engage with the partner on donor relations and provide information needed

Program Design

  • Support the design of the program in the three components:

(1) Hospital

(2) Skilled Birth Attendants and Community Health Workers Training Center.

(3) Program Staff Capacity Building.

  • Closely work with the partner staff and engaged consultants to ensure a sufficient and successful program design

Program implementation

  • Draft the procurement plan together with the programs manager and logistics
  • Follow up on recruitment
  • Ensure the program plan is followed
  • Ensure logistics procedures are followed
  • Coordinate with Logistics
  • Follow up monthly on budget planned versus actual
  • Coordinate with Finance on budgetary actions
  • Review periodic reports
  • Review donor reports on accurateness and ensure timely submission
  • Supervise and coordinate the three components under support of the project manager in the field

(1) Hospital

(2) Skilled Birth Attendants and Community Health Workers Training Center.

(3) Program Staff Capacity Building.

  • Coordinate with the partner staff to follow up on the implementations challenges and development

Evaluation

  • Follow up on the planned MEAL activities
  • Review all periodic evaluation reports
  • Follow up on any challenges and problems during project period in coordination with the programs manager
  • Ensure the lessons learned at the end of the projects are rolled out to relevant teams
  • Ensure the MEAL findings are communicated with the donor in the final reports

Staff HR/capacity building

  • Coordinate with HR
  • Set appraisable objectives for the project team
  • Identify weaknesses of the team
  • Provide the team with necessary on the job training and guidance
  • Coordinate with HR on specific training needs

Health Program Coordination:

  • Ensure regular participation in both the health cluster and the reproductive health cluster sub group coordination meetings to ensure two-way updated information about the program are being communicated and appropriately utilized.

Ensure sufficient data required for the 4Ws reporting is monthly reported to the health program management staff.
